2.4.3. Request for Qualified Contractors

In accordance with (O.C.G.A.) Section 50-5-68, SPDClosed has broad authority to administer a prequalification process for suppliers with respect to a particular service, good, material or equipment. In the prequalification process, the required qualifications are known and each supplier is judged on the supplier’s ability to meet or surpass the required qualifications. The primary intent of the prequalification process is to identify multiple qualified sources of supply. SPDClosed may use or authorize state entities to use the Request for Qualified Contractors (RFQC) process to facilitate prequalification of suppliers. The best use of the prequalification or RFQCClosed process may vary depending on a variety of factors, such as the frequency or duration of the state entity’s needs and the manner in which the service, goods, materials or equipment are provided. Without limiting the broad authority to identify reasonable prequalification methods, SPDClosed has preapproved one standard method of using the RFQCClosed process as further described below.
